[net.news] News to Arpanet???

I am new to readnews so excuse me this question has been asked before.
I now that in order for "Arpanet" people to see news you can't use
postnews. I do not quite understand how to send news so that they see it.
Can someone explain? 

A second question I have concerns the use of the U, unsuscribe command.
if you use the comman to unsuscribe is there any way to resuscribe to
the newsgroup again?

There are three methods that things from news get out to the DDN
(ARPANET, MILNET, etc...).

1.  The submitter actually mailed a copy through some host who'll
forward it to the ARPANET, in addition to posting it.

2.  Some of the news groups line net.micro and net.unix-wizards are
crossfed into a corresponding ARPANET-wide distribution list such
as INFO-MICRO and UNIX-WIZARDS respectivly.

3.  BRL-VGR in collaboration with SEISMO (a host on both USENET
and ARPANET) uses the Berkeley networking utilities (rsh, etc...)
to transport the news directly from one spool directory to the
other without using an intervening mail hop.  The control methods
keep it straight, but I'm not quite sure exactly how.  I think that
a file is kept with just the number of the article to be sent.
