[comp.windows.x] modifiers, keycodes, and keysyms

Could some X-guru please translate the following sentence for me?

"If a colon (:) is specified at the beginning of a modifier
list, it directs the Intrinsics to apply any standard modifiers
in the event to map the event keycode into a keysym."
(from X11R3 X Intrinsics manual, page 120)

I don't understand the phrase "apply any standard modifiers...keysym"
