As far as your suggestion goes:
To extend it, developers should use RISC-based machines which are 
extremely picky about unaligned data and dereferenced NULL values.
Users should use HP or DEC (e.g.) workstations which aren't.

More seriously:
We have reports that the X/News server is pretty demanding.
Mwm is reasonably demanding; I have heard the same of gwm.
The R4b server and R4 twm are also reasonable for developers with
access to them.
