[net.news] umcp-cs is alive once again

As may have been obvious from the recent news statistics, umcp-cs has
been down for a while.  After some nasty rounds with 4.2, we have
intermittent service reestablished, but the fight isn't over yet.  News
works; sendmail doesn't (it keeps dropping mail from UUCP on the
floor -- claims it sent it in the syslog but it isn't anywhere to
be found).

I'd also like to note that the version of UUCP distributed with 4.2BSD
came up the almost first time (only real glitch was in vadopn(): our
3451s require a slight pause beween ^E and ^M), and the same code even
works on the Pyramid 90x!  (Now that's something.*)  Also a big hand to
Rick Adams at Seismo for the 4.2BSD TCP UUCP protocol.

(Oh, and Emacs came up without a hitch.  Of course, we've had it
running on the Pyramid for quite a while.)

* Not to be taken as a slur on Pyramids; just that they have a rather
radically different architecture, which tends to stimulate subtle bugs.
