[net.news] sendsys message sent out

I just sent out a net-wide sendsys control message to the groups
'net.announce.ctl,net.general.ctl'. What I'm trying to do is track down
problems on the net involving sites that don't seem to be forwarding news
properly. This is very noticeable in the new moderated groups. Unlike
systems running outdated software that send notices back, it seems that
many sites do not have 'mod' as a forwarding distribution in their 'sys'
file, which causes everything to simply disappear. We are also noticing
black holes with 'usa' and 'na' distributions. It is VERY important that if
you ware the administrator of a site that forwards news that your sys file
has the appropriate information in it. When I sift through the reams of sys
files I expect to get, I will send notes to the administrators of sites
that I find problems with. 

This is a good approximation of what an entry for a sys file should look
like. Administrators, please check your sites and fix them if neccessary.

Please note that the first line of the sys entry deals with the netwide
groups. All of those groups should be in there (foreign sites will need
to modify this appropriately)

The second line is the regional groups-- in the case of my site 'ca' is 
for california groups and 'ba' is for bay area groups. These also change
based on where you are-- if you aren't sure contact your news feed for
details.
