[net.news] duplicate articles?

I though some of the discussions in net.unix-wizards and eslewhere were even
more repetitive than usual so I went looking for a cuplrit. What I found
were batches of duplicated articles (except for the Article ID which would
have saved me). Here's a sample header and diff:

There are several articles in sequence that have this relationship. The ones
I looked at all came from ARPA sites via brl-tgr. Does anyone know what's
happening?

I too have noticed the duplicate articles in net.unix-wizards.
I'm getting REALLY TIRED of reading the same articles twice.
The volumne of traffic on net.unix-wizards is such that I'm
reading about 30 extra articles per day!  Please, someone,
anyone, fix it!  Thanks.

Ok.  Ok.  I have an idea.  I think we should all go over to the
Aberdeen Proving Grounds and TP the place. (Didn't you folks "toilet
paper" the houses and trees of friends and others when *you* were in
high school?)
