It is short and clear, and not too hard to ignore the Apple/Mac- specific parts. Along the same vein is the OPEN LOOK GUI Application Style Guidelines book published by Addison Wesley. It contains similar advice, but oriented much more towards OPEN LOOK. Unless you're doing O.L. development, I'd recommend the Apple book instead (and it is only half the price!).
