Since I am strongly opposed to *any* form of moderation/censorship/ call-it-whatever-you-want that covers all of the net (as opposed to mod.stc-c, especially when it is concentrated in or around one place, which lives beside net.lang.c), I though of the following scheme. Before you can connect to stargate (as a *sender*) you have to sign a contract, that makes you responsible for all news to goes to stargate through your site. Now, when a site wants to send it's news via stargate, it starts asking it's neighbours to sign a similar contract *with them*. For the neigbours that have signed, news is forwarded, for those who haven't, it isn't. This has the following consequences : 1. Every article has someone who is responsible. 2. There is *no* centralized control. Every site only deals with it's neighbours. In my opinion, especially (2) is important, although the scheme is invented to implement (1). I think that the lack of a centralized control (if replaced by distributed control) is something that will make the net much more robust, much more democratic, and less likely to be "taken over".
