Is there a way to rotate text with xlib?

I want to take a string and rotate it

by 90 degrees.

No.  Xlib intentionally does not provide sophisticated graphics
capabilities.  These are provided by both server extensions (PEX,
Display PostScript) and client-side graphics libraries (GKS, PHIGS).
Different vendors support different graphics systems.  Contact your
vendor for details.
