I'd like to point out that the Stargate model has not necessarily required that all message traffic cost be borne by the submitter. My model has included the possibility of message submission over the existing message backbone, not necessarily requiring direct calls either to Stargate nor to the "moderators." In general, I feel that Stargate can be most successful if the less-well- endowed sites have a reasonable chance to submit materials without undue economic burdens. Sites should be able to submit materials fairly easily and cheaply. However, that doesn't mean that EVERYTHING submitted will be broadcast. That's the key. This is all speculation to some extent. It may turn out that it's easier to manage traffic if all sites DO submit materials directly. But I'd like to avoid that if possible. --Lauren--
