The OI toolkit looks promising, however, Solbourne has sold it to AT&T, and they
(AT&T) are going to market it to make $$$.  Be prepared to pay licensing fees
similar to what you would pay for OSF Motif (not much fun, IMHO).

There is another toolkit that is basically the commercialization of InterViews
marketed by Quest Systems, Corp.  It also has a toggle switch for Open Look
or Motif, without some of the unreasonable licensing you find with OI (reasonable
to me means that you can charge for the toolkit if you choose to but not for each 
user of the interface developed with the toolkit).
