These only provide the appropriate functionality when the window
manager is mwm, ie if your user is using twm they can popup 12 quit
boxes (or whatever).

System modality can be forced by using XtGrabKeyboard, as well as
XmSYSTEM_MODAL.

Application modality is more troublesome, but you could make all other
shell widgets insensitive when your dialog is popped up.
