[comp.windows.x] tvtwm & sticky windows

If a window is marked stick in tvtwm, you can't seem to raise other
windows above the sticky window.

Is this the design, or is there a fix available? So far, tvtwm seems
nicer than vtwm & also works on a DECstation; vtwm would crash when I
used menus.

The documentation said this was the case,
so it isn't a bug.
