I hope I'm not just repeating old news here.

I'm finally back on the air and have obviously missed a great deal of
material that has passed by.  Since the last I saw was back in July I'm
probably a bit in the dark about what has happened but here's an idea
for getting over the problem of Manager/secretary/user modes for
appointment scheduling:

Can  a meta procedures manual be designed to permit each participant to
declare how each level of the scheduler gets write permission.

I agree that there must be a totally public level but there also seems
to be a need for some way to integrate the needs and wishes of private
scheduling.

For example, in a procedures level the Manager could define specified
gobal schedules like unit meetings et al as well as requesting (by moral
suasion or by using managerial controlling or by exerting supervisory 
power) the rights [privilege] to make annotations to a more private
level for each user.  In turn each layer of hierarchy would be
permitted to make the same or similar requests.  In this way there
would be at least a four level hierarchy of scheduling being done.

Totally private
Semi private (permissions granted based on request)
Public
and a GLobal level to permit ad hoc non-unit requests.
