Actually, interactively "sticking" an icon will make not only the icon sticky, but the associated window as well. Now what would be *really* nice is to have *just* the icons being sticky. That way you could keep your icons always accessible in a fixed place on the display, and on deiconification the panner would warp to the portion of the desktop where the window resides.
