[net.news] How to fix the net

So you wanna know how to fix all the problems of the net?
I explained how over two years ago, before it got this bad.  The
solutions I proposed still apply.  In brief:

1) K news (keyword based news with improved pattern matching so that you
can ask for ( women && !flame ) || ( user == brad && site == looking )

2) News (and mail) that is paid for by the SENDER, with liberal acceptance
of "collect" messages.  What this means is that you say

  a) I'll accept anything collect in keyword pattern X (eg. X=news software)
	[ This is the current net scheme ]

  b) I'll accept anything in group Y collect, except flames and messages from
     Brad Templeton which I will only accept prepaid.
	[ Here you shut out noise unless you don't have to pay for it]

  c) I will only accept collect from the moderator - all others I will take
     if prepaid
	[ This is a moderated group with no censorship since anybody rejected
	by the moderator can still post by paying the postage ]
	[ Note, one adds to this scheme by saying that if you like a
	message the moderator rejected, you can retroactively accept it
	collect and give a rasberry to the moderator ]

  d) I will accept collect from the moderator, and nothing else at all.
	[ This is a fully moderated group]

There are lots of in between examples, and we see that this ranges from
supporting the current net (as a degenerate case) to the refereed journal.

Of course, this all requires a central organization with a constitution
assuring the rules, but if there is demand, there is money to be made and
there can thus be somebody to set this up....
