[comp.windows.x] Interface development tools for X sought

I am working in a group which is trying to develop an application under
XWindows for the National Park Service.  We would _like_ to use a interface
development tool to help us prototype the interface.  Preferably, this would
also write the code for the user interface.  We've looked at a few tools, such
as Serpent, but that doesn't look appropriate for our needs - we don't have the
time to learn a whole new language and system.  We would like a system which

   - is a graphical, point-and-click system to layout the windows
   - generates C code for the interface which we can use for our system
   - requires minimal learning
   - preferably public domain, although we are willing to pay for
