[comp.windows.x] what is the likely cause of this error

I wonder if anybody knows the likely cause of this error?

XIO:fatal IO error 49 (Can't assign requested address) on X server "ccsun3:0.0"
    after 14 requests (4 known processed) with 0 events remaining.

the setup is:-

1) network of suns running SunOS 4.1 and X11R4 server (gcc 1.35).
2) uVAX running ultrix and X11R4 X Windows libraries.
3) All X applications on the uVAX, eg Xlogo, produce above error.
4) I added the uVAX to the xhosts with "xhost +phvax3".
5) I setup the DISPLAY variable on the uVAX with "setenv DISPLAY ccsun3:0.0".
6) I can do "ping" and "rlogin" from phvax3 to ccsun3 in both directions.
7) Other machines, eg a remote Sun and a Sequent Symmetry, can make run xlogo.

any help/suggestions/RTFMs very welcome,
