[comp.windows.x] How can I make twm do what I want?

Maybe I've missed something in the manual page, but can someone tell me 
if there's a way to tell twm to:

	Make the topmost window have the focus.
	Use different bindings for the topmost window from underlying windows.

I think mwm does the first, but not the second.  I want the second to be
able to click anywhere in a underlying window to bring it forward.

I'd also welcome suggestions on other window mangers that could do these
two simple things.  Gwm maybe?

	The advantage of X-window is allow user works on multiple windows
at the same time. Why you want to focus on the topmost window? If two different
windows are not overlap each other, how you which window is topmost?
