[comp.os.minix] Is the Minix shell considered PD?

Is the Minix shell that was distributed on the net recently considered to be 
in the public domain?  It looks like it would make a nice shell for the 
Atari ST.  If someone were to port this shell to the Atari ST, could they then
distribute it to others as public domain software?

The program was distributed without copyright by the author to a very large
number of people.  By definition, this makes it public domain.

I applaud Andy's efforts.  I'd have bought his book by now, but I haven't
seen it in the bookstores yet.
