Date: 17 Jun 1982 09:41:05-EDT Using the 128 bit in the tty minor device number to indicate whether any outgoing programs are pending on a line, and making incoming programs sleep while the line is going out, allows a scheme which does not require ANY mods to either init, getty, uucp, or cu.
