[comp.os.minix] Huge file systems on /dev/hd[0-4]???

I have my 20 Mb ST225 partitioned in the following manner; 
 
Partition 1     PC-DOS 3.30       000-304    Roughly 10 Mb
          2     Minix Boot        306-316     374 Blocks
          3     Minix /usr FS     317-568    8568 Blocks
          4     Minix Root FS     569-611    1462 Blocks
 
The problem is that I can't build an 8.5 Mb file system on /dev/hd2
partition 3).  The largest file system that Minix (1.3) will allow is 1895
blocks.  If I make anything larger than that, the used i-nodes are -1 and it
gives me an error, put_block can not write.  Is this due to a size limitation
of /dev/hd2 in the distribution?  I went looking for the prototype files in
tools.a.Z, but there are none, just the source for build, init, and fsck.  Do
I just simply have to rebuild /dev/hd2 to allow for 8568 blocks on /dev/hd2
or is this a bug?  I have run diskcheck and all Minix partitions pass with no
errors at all.  The other two Minix partitions (/dev/hd1 and /dev/hd3) work
just fine with no problems.
