I don't think sticking debugging ifdefs in the libraries will be very useful. I don't know what experiences other people have had but my major problem in portability is getting the C compiler to accept the program. In the process of getting the code to compile, the header file errors are usually uncovered, which will usually uncover other errors. Once it compiles and links, it generally runs (I can't recall a case where it didn't due to wrong arguments in library functions).
