[net.unix-wizards] more on signal.s bug

Some additional comments related to my previous item on the
bug in signal.s:

1. I don't know if 5.0 has this problem since I can't find a copy
of the code.
2. The problem is only in the PDP11 code.
3. Even though this problem "shouldn't occur vey often", Murphy's
   Law IS operational - at least in our system. We have
   seen this happen at least several times a month.
