[comp.os.minix] mkfs question

The 1.5.x mkfs seems to allocate fewer inodes than will fit on a block.
For example on a 256K fs there are 3 inode blocks with 1K each.  Thirty-two
inodes will fit on one block, but only 93 get allocated instead of 96.
With a 5 megabyte fs there is about half a block wasted.  The inode bit
map size does not seem to be the problem since there is 8192 bits on a block.

Is there some reason for not filling out the inode block at the end completely?
