The following is the most general and informative response that I received
to my question on strange addresses. Thanks to everyone who responded.

you have to figure out the host: due to the ambiguity of mixed prefix/postfix
addressing schemes, this is a nontrivial task; you'll have to decide based on
the header or contents of the note you're responding to. in this case, your
correspondent is either cca!jacob or jacob@NRL-CSS (more likely the latter).
if you decide the host is cca, find a path to it (through decvax? harpo?) and
send it normally. if you decide it's the arpa site, send the mail to
ucbvax!jacob@NRL-CSS.
