[net.unix-wizards] more on chown and giving files away

This might sound sacrilegious, but does ANYONE support the use of
private spoolers for each account, much like a mbox, but for plain
files, with an internal header for the filename, much like in CMS
systems. If the environment is restrictive, this might be cleaner
than having files to be given away by 'dropping' it into some public
'tmp' directory.
