It is a problem knowning what is locally rare. Really, you just have to learn an area. There are some publications that give seasonal reports, e.g. AMERICAN BIRDS. There is also a publ. by Amer. Birding Assn. and others that perhaps other netters will post. Often just need local publications and local experience.
