It's illegal to shoot virtually any bird in Canada, US or Mexico without a special permit (which are hard to obtain, and are granted for scientific research, and probably in some cases for "pest" control). Gulls are certainly among the protected. Exceptions (depending on where you are) include (or used to include) Rock Doves, Starlings, House Sparrows. In some places it used to be legal to kill Cooper's Hawks ("chicken hawks"), Crows and Great Horned Owls. The owls can cause damage in zoos, etc., and some have permission to capture and remove the birds--but that does still require permission.
