If you're *certain* your trash is going to be incinerated, then sure, there's
not much point in cutting up the rings.  The reason I cut mine up is that
I'm not really certain where my trash goes.  Some of it may end up at sea,
and much of it may end up in a landfill.  Many gulls and other birds forage
in landfills, so I think it's worthwhile to cut up the rings just in case.
As I said, it only takes a moment....

You're right in saying that the slobs who litter are a bigger problem, but
there's not much we can do about that, other than press for stiffer 
littering fines, and pick up trash when we see it lying around.
