A species' CITES listing reflects how it is threatened by international
trade more than how threatened it is in general.

Many species classified as endangered by the IUCN have no CITES listing.
Conversely many CITES I listed animals are not classified as endangered.
It is true that few endangered animals have CITES II listing if they have
any CITES listing it will usually be CITES I, but there are exceptions.
