[tor.news] tor.news.stats standardization

As more sites have been reporting UUCP and NEWS activity, there has been
a diversion from the standard format first introduced by dave@lsuc. Maybe 
I should say that there never was a *standard* format introduced. If the
information in this group is ever going to be useful we must come to some
agreement on the format used by current and future sites.

There are some very interesting scripts out there and we should look at 
the adoption of one of them as the standard for tor.news.stats. I would
like to hear any comments or suggestion you have on this.

Some time ago there was a talk of changing the name of the tor.news group.
I believe that dave@lsuc was going to look into this (well you created the
group :-). I would like to suggest the name "tor.news.admin". I know this
is not ideal since tor.news is still ambiguous. The advantages of doing it
this way are:

		1. easy to create (no need to syncronize a spelling change)
		2. tor.news.admin is not ambiguous
		3. no need to change tor.news.stats
		4. can mirror many of the news.* groups for the toronto area
			ie.  can have tor.news.software.*
			              tor.news.config
				      tor.news.groups
				      ...

I would also like to hear any comments you have on this.
