The following is an official proposal calling for the creation of a new
Usenet newsgroup:

Proposed Newsgroup: Rec.Arts.Cartoons

Alternate titles:   Rec.Arts.Saturday.Morning.Shows
		    Rec.Arts.US.Cartoons
		    Rec.Arts.US.Animation
		    Rec.Arts.TV.Cartoons

Topics of discussion: This newsgroup will focus on discussions concerning
	animation produced for american television, specifically that which
	is shown on Saturday mornings. Other expected topics include feature
	film animation, animated specials, and commercial advertisements,
	Claymation, Supermarionation/Puppetooning, and Xerography, all of 
	which will generally be of American origin.

	Should support merit it, a monthly digest file will be created to
	suppliment discussions and to assist users with limited access
	time.

Reasons for creation: In the opinion of many, the current animation mewsgroup,
	Rec.Arts.Anime, has become too constrictive and too centered upon 
	animation from Japan (The "Jap Warrior Robot" shows), and that many
	discussions concerning American animation are discouraged in favor
	of the foreign works. While the high quality of the foreign works
	are indeed accepted and recognized, the need for a separate newsgroup
	dealing with "local" material has become necessary in order to
	prevent friction over nationalistic issues between subscribers, and
	to provide a more open and receptive forum of discussion.

Deadline for votes: The closing date for votes will be October 31, 1988, with
	a 72 hour leeway period to account for net propagation. Results will
	be tabulated and posted first to News.Admin, then on all related
	newsgroups, and should be available by October 7th at the latest.
	Depending on the result of the vote, the proper admin members will 
	then be requested to create a new newsgroup. Should the number of
	NEGATIVE votes exceed that of positive votes, then the request will
	be withdrawn.
  
	Votes should be sent via E-Mail to the following net address:

            {ames,utah-cs,rutgers} !cs.utexas.edu!ut-emx!juniper!yelorose

	or do a UUPATH for:

             yelorose@juniper.UUCP

	Votes will be counted only if received via E-Mail, or if a voter
	cannot find an alternative path to this address, which does happen
	from time to time.

Guidelines for Debate: ALL Discussions concerning the formation of the pro-
	posed newsgroup should be relegated to the following newsgroups:

        Rec.Arts.Comics
	Rec.Arts.TV
	Rec.Arts.Anime
	Rec.Arts.Startrek

	Under no circumstances should discussions on this topic take place
	on News.Admin. Any poster who does so will be disqualified from 
	voting.

according to the guidlelines for creating a new newsgroup, the number
of YES votes must exceed the number of NO votes by 100 or more.
