[rec.arts.startrek] FINAL RESULTS - Vote on creation of Rec.Arts.Cartoons

A summary of voting tendency will preceed a list of those whose votes
were counted.



SUMMARY OF VOTING:

...despite an overwhelming majority (by some 70 votes), there was not a 
sufficient enough margin to justify a request for group creation.

...the final count was 86 votes for, 16 votes against. Five votes for were
rendered inelligble due to having missed the final deadline of 00:00:01 CDT,
10/26/88.


...as for the reasons behind why people voted the way they did, the majority
of "yes" votes were cast for these two main reasons:

1) Rec.Arts.Anime was felt to be too biased towards Japanimation, and was
   not conductive towards discussions of American animated works.

2) Rec.Arts.Anime was considered by many to be a place for serious discussion
   on (again) Japanimation, and that light-hearted discussions on American 
   animation would be out of place, and would cause friction between the two
   groups.


...the majority of those voting with a "nay" vote were divided among three
lines of thought:

1) Rec.Arts.Anime already exists, and that it is a forum for ALL forms of
   animation, including that of American origin.

2) Creation of another newsgroup would only clutter up the net with more
   traffic, and that those wanting to discuss American animation should 
   either stand their ground and say what they feel, or shut up and keep
   their thoughts to themselves.

3) Several "nay" votes were cast because of a 72-hour deadline leeway given
   to allow for net propagation.


...From this, two things become apparant:

1) those who voted "Yea" primairly did so because they saw a need for a new 
   newsgroup that would serve to reduce friction between those who are over-
   zealous about japanimation, and those who simply wanted to discuss American
   works without all the stoicism. Those who voted "Nay" either denied that 
   there was any hostilities (and thus no need for segregation), felt that
   either side should learn to live with and/or wipe out the other, or felt
   that the net was simply too big, and didn't need another group.

   In short, those who voted "Yea" desired a way to peace, those who voted
   "Nay" assumed the "Let God sort them out of the rubble" stance.

2) One of the bad side effects of any form of voting is that the vote can
   be affected by matters that really have no significant meaning to the
   issue at hand. The 72-hour leeway was one such example. Quite a number of
   "nay" voters took issue with this even though it was really a moot point.

   Elections tend to bring out the nitpicker in everyone. Just look at how
   the presidential candidates always get blasted for something so minute as
   "Farting in the car" or "Using a fork to eat Chunky soup". Instead of
   concentrating on the issues, voters tend to concentrate on the trivial.

 
FINAL CONCLUSIONS:

...even though there is arguably enough support for the creation of Rec.Arts.
Cartoons, there was not enough of a majority over those against to justify
the request for group creation. Although 30 votes (not counting the 5 that
were received after the cutoff) may not seem like much of a margin, under
the rules of group creation it is significant.

...since I will be leaving the net, it would be advised for someone with
interest (weemba? Roger? You guys listening??) to take up the standard in a
few months and see once again if there is enough desire for creating the 
group.
