[net.news.group] Changing backbone sites.

I commented on removing groups to 'save the net'.  The counterreply was to
cancel backbone status of sites refusing to carry all groups.  However, I
fear that there will not be enough sites willing to pay the costs needed
to maintain a real backbone with the volume increasing at the current rate.
