This is beginning to change however, but I'm not sure if the users are ever allowed to touch the data directly. Usually, the user must call some shared routine to perform whatever operation is desired. From the security standpoint, this is almost the only way of doing it. From the hardware and operating system side there is nothing to prevent the creation a indirect address pointer table instead of a jump vector, but I don't think I've ever seen it done.
