[net.unix-wizards] darnit, fostel

Since ncsu!fostel decided to publish the irresponsible food-for-thought
for bypassing unix permission codes, it's time for everyone to implement
some increased protection. May I suggest a main course of
a setuid root program to set/clear flag (1 per user) which
enables/disables the user from setting setuid(setgid) bits
"on his own"? Program requires input from actual terminal device, etc.
