Perhaps we could petition the PUC to enforce a correspondence between having to dial 1 and the call not being local. It always bothered me that with Metropolitan Service I had to dial 18721000 for framingham which was not a toll but I also had to dial 14602000 for marlboro which was a toll call. The silly ESS should be smart enough now to figure it out.
