AUGUSTA(AP) -- A state plan to permit telecommunications companies to lay fiber optic cable within interstate highway rights-of-way has been approved by the Federal Highway Administration, Gov. John R. McKernan's office announced Thursday. Maine is the first state to obtain the federal approval, the governor's office said. Officials said the plan is designed to ensure motorist safety while promoting the modernization of the state's telecommunications network. McKernan, in a prepared statement, said that "in today's economy, the ability to 'move' information is becoming as important as the ability to transport commodities.
