A couple of years ago I had the occasion to call the Oakland, CA police to report a auto-bicycle accident. I got a recording "Hello, you have reached the 911 answering point. All operators are busy. PLEASE stay on the line. Hanging up will only further delay your call." A couple of notes: I had called the 7-digit emergency number - not 911. Also, there were no injuries, just a argument/fight. It looked like the driver was about to have is *ss kicked - that's why I called the police instead of the fire department.
