It is still impossible to originate a collect call from the
Netherlands, but collect calls can now be placed from many other
countries via "the Netherlands direct (R)". Their numbers are:

I see that the USA Direct number in the Netherlands is 06-022-9111, which gets you an AT&T operator in the U.S. Any idea what happens if you tell that operator that you want to call a number collect?
