The following excerpt from the USSR notes sent recently to this Digest is repeated below, with bracketed remarks from me. Is this also some sort of number-length standardization? >3) If an asterisk appears immediately after city name it means that, >for 5 or 6 digit numbers you should add '2' or '22', respectively, >before the number, i.e. 12345 -> 2212345 or 123456 -> 2123456.
