Contact Mitchell Moss at New York University (Urban Planning). He's written some nice stuff assessing New York City's telecommunications infrastructure. Also John Gebosky in the NYC Office of Telecom should have some very useful information. Finally, I recall that Minneapolis commissioned a comparable study some years ago from some outfit called the Elra Group. Someone in the city government should be able to help. Good luck.
