This is how Telecom Australia announces exchange upgrades - no extra charges for having tone dialling (unlike the USA): Customer Information Service TELEPHONE SERVICES COMMENCING WITH 83 OR 84 All telphone services at Corrimal exchange starting with 83 or 84 are now receiving a different dial tone. The exchange has been modernised to provide tone dialling. There will be no changes to telephone numbers. If you have a push-button phone with a switch marked Tone/Dec. on the bottom, move the switch to the Tone position to take advantage of the speed and convenience of tone dialling.
