[comp.sys.dec] Create directories over DECNET

I am unable to create a directory across decnet. 
Actually I am running decnet in loopback mode to test some 
software (does that matter?).  Does anyone know what I am 
doing wrong or is this a *feature* of decnet?

$ create/dir sys$sysroot:[jps.testdir1]
$ DIR MAX::SYS$SYSROOT:[JPS.TESTDIR1]
%DIRECT-W-NOFILES, no files found
$
$ CREATE/DIR MAX::SYS$SYSROOT:[JPS.TESTDIR2]
%CREATE-E-DIRNOTCRE, MAX::SYS$SYSROOT:[JPS.TESTDIR2] directory file not created
-LIB-F-INVFILSPE, invalid file specification
