Does anyone know of any PDP-11 instruction simulators/interpreters running
on VMS or UNIX?

DEC sells one for VMS VAXes as part of the VAX RSX product. I don't believe
it is sold independently.

At one time, BSD Unix on VAXes had a "compat" package which contained an -11
emulator. I haven't seen this in a while; then again, I've had no reason to
look.

Don't expect stunning performance from anything of this sort. If you are
going to be running any significant amount of -11 code, buying either an -11
or an older VAX (like a 780) with -11 emulation built in might be a much
better approach. They are all pretty cheap these days....
