Some answers have been posted here, to wit:
The RD54 is a Maxtor XT-2190.
The RD53 is a Micropolis 1325. A VAXStation 2000 probably can format it.

Further information from mail (which was what I asked for):
A VAXStation 2000 will format a Maxtor XT-2190 ('test 70' at the
console [ROM] prompt), even if the VAX was bought diskless --- this
has been tried. The hardest job is to get the case open.
