The drive attempts to maximize transfer rate and reduce repositioning by writing a filler block when a write isn't followed soon enough by the next write. This never crossed my mind before, but I imagine a carefully-written program with precisely-timed misses could minimize capacity by maximizing the number of filler blocks inserted by the drive!
