[comp.sys.dec] Help to programming VT240 ?

Dear Netters:

        Does anybody know how could I write a program to covert a binary file
to SIXEL file so that I can read normal chinese characters on a DEC VT240
terminal ?

        I am currently reading Chinese news on a VAX/VMS system and DEC VT240
terminal. However, the chinese characters look very BIG. I can read only 5
characters per line (80 Column) and 8 characters per line (132 columns).
Somebody in other university could convert the chinese binary file into a sixel
file so I get very neat and smaller chinese characters. But he said that his
program to convert the files is not very good. So I was wondering if anybody
know where I can find such a program or who has such a program and will share
it with us.
