[comp.sys.dec] Changing Compose Key to Mod1 *VMS*

We need to modify the keymap for the DECWindows server on our VMS Vaxstations.
Is there a way to do this?  In particular we need to change the Compose
key to be 
the Mod1 modifier.   Thanks for any help...
